Sinema Champions Bipartisan Bill to Help Arizona Small Businesses

Senator’s Prove It Act ensures Arizona small businesses’ input is included in the rulemaking process

WASHINGTON – Arizona senior Senator Kyrsten Sinema partnered with Republican Senator Joni Ernst (Iowa) in introducing the Prove It Act—bipartisan legislation that ensures Arizona small businesses can participate in the government’s rulemaking process.

“Arizona’s small businesses should have a voice in bureaucratic rulemaking that could harm Arizona jobs. The Prove it Act is a commonsense bill that helps guard against unreasonable regulations,” said Sinema, Ranking Member of the Senate Homeland Security and Governmental Affairs Subcommittee with oversight of the rulemaking process.

Agencies are required to consider economic effects of regulations on small businesses and can certify that there are no such effects. Today, there’s no option to challenge a certification until the rules are enacted. The Prove It Act allows the Small Business Administration’s Office of Advocacy to request an agency take a second look at the certification, creating an opportunity for Arizona small businesses and their advocates to suggest how a proposed regulation could be improved. 

Sinema has championed bipartisan legislation in the U.S. Senate and U.S. House to cut red tape and fuel innovation. She recently re-introduced the Fostering Innovation Act, which cuts red tape for emerging growth companies on the cutting edge of scientific and medical research. Additionally, Sinema has led the HALOS Act—bipartisan legislation that makes it simpler for angel investors to fund startups.
